I wonder how the rules would apply to a person who used PAYG to board
at one end of the line intending to travel to the other but then for
some sensible and unforseeable reason (received a message their
appointment was cancelled, felt sick, was frightened by hooligans on
board, etc) changed their mind and got off earlier?
